ED Decision 2019/023/R AMC to Annex I (Part ATCO) to Commission Regulation (EU) 2015/340 — Update of the air traffic controllers’ initial training content

The objective of this Decision is to maintain a high and uniform level of safety by providing a set of harmonised
measures for the initial training of air traffic controllers (ATCOs). This will be achieved through continued
alignment of the qualification scheme for ATCOs with the evolution of the regulatory framework, the state of
the art and the recognised best practices in aviation.
This Decision proposes an update of the training objectives in the ATCO basic and rating training syllabi in order
to ensure maintenance and improvement of the harmonised initial training content by aligning it with EU
regulations and ICAO provisions. Most of the amendments are of editorial nature and updates of regulatory
references.
More precisely, this Decision proposes amendments to the set of the acceptable means of compliance (AMC)
to Annex I (Part ATCO) to Commission Regulation (EU) 2015/340. It will facilitate the ATCO training organisations
to align the training content with EU regulations that have been published after the first issue of the AMC in
2015.

ED Decision 2019/024/R Aircraft type ratings for Part-66 aircraft maintenance licences

This Decision amends the acceptable means of compliance (AMC) and guidance material (GM) to Appendix I to
Annex III to Commission Regulation EU No 1321/2014 (Part-66 list of aircraft type ratings for maintenance
licences). It includes the new types that have been certified since the last update as well as the types related to
the new categories of maintenance licenses introduced by Regulation (EU) 2019/1142.
The specific objective is to ensure a common standard throughout the Member States.

FAA AIR600-19-6C0-DM125 Deviation to FAA Order 8130.2J authorizing use of the automated Airworthiness Certification (AWC) application

This deviation memorandum supersedes AIR600-19-6C0-DM116, dated May 09 2019,
authorizing a policy change to FAA Order 8130.2, Airworthiness Certification of Aircraft
allowing the use of the Aviation Safety Knowledge Management Environment (ASKME)
AWC application tool. AWC is an electronic tool that automates the application for, and
issuance of airworthiness certificates. The tool is now available for use throughout the
FAA, general public and industry. Additionally, electronic signature technology has been
incorporated into AWC relieving the requirement for permanent ink signature on related
airworthiness documents.
The primary audience for this memo is Aircraft Certification Service (AIR) Aviation
Safety Inspectors (ASI), Flight Standards Service (AFS) airworthiness ASIs, all DMIR,
DAR-F and DAR-T, Organization Designation Authorization (ODA) administrators and
manufacturing Organization Management Team (OMT) members, FAA Academy
Instructors, and general public applicants.

FAA Order 8400.13F Procedures for the Evaluation and Approval of Facilities for Special Authorization Category I Operations and All Category II and III Operations

This order provides guidance for all personnel in the approval of facilities for Category (CAT) I
Runway Visual Range (RVR) 1800 at runways with reduced lighting, Special Authorization
(SA) CAT I and all CAT II and CAT III.
With a growing emphasis on performance-based operations, different levels of operation may be
authorized based on the flight equipment of a specific operator and the ground equipment
available at specific runways. While certain ground facility requirements are needed to support
all levels of either CAT I, CAT II, or CAT III operations, a higher category of operations may be
performed on different “types” of ground equipment if the airborne equipment, crew training, or
other factors offset any changes in ground facility requirements. In these situations, operations
are predicated on the use of specific equipment and/or procedures, which will be required in the
operator’s applicable authorization (such as an operations specification (OpSpec), management
specification (MSpec), or Letter of Authorization (LOA)).
