ED Decision 2019/018/R amending the AMC and GM to Annex I (Part 21) to Commission Regulation (EU) No 748/2012 ‘AMC and GM to Part 21 — Issue 2, Amendment 9’

The objective of this Decision is to support the application of the amendments introduced in Part 21 through
Commission Delegated Regulation (EU) 2019/897 as regards:
— the embodiment of level of involvement (LoI), the introduction of the possibility for new privileges for
approved design organisations and other amendments to Part 21 that were proposed by EASA in its Opinion
No 07/2016 ‘Embodiment of level of involvement requirements into Part-21’ (RMT.0262) of 23 May 2016;
— the new ICAO aeroplane CO2 standard and the aircraft engine non-volatile particulate matter (nvPM)
emissions standard, and the introduction of references to the updates of existing noise and engine emission
standards in ICAO Annex 16, as proposed by EASA in its Opinion No 09/2017 ‘Implementation of the CAEP/10
amendments on climate change, emissions and noise’ (RMT.0514) of 7 November 2017; and
— the need for the issuance of a permit to fly (PtF) for certain maintenance check flights (MCFs), as proposed
by EASA in its Opinion No 01/2017 ‘Maintenance check flights’ (RMT.0393 & RMT.0394) of 8 March 2017.
In order to achieve this objective, the Decision amends the Acceptable Means of Compliance (AMC) and
Guidance Material (GM) to Part 21.

FAA Notice N8900.520 Maintenance Annex Guidance, Change 6, Requirements for FAA Form 8130-3, “Authorized Release Certificate,” for New Parts Not Having the EASA-Required Documentation

This notice provides aviation safety inspectors (ASI) with
information to assist the Federal Aviation Administration (FAA)-certificated repair stations
(CRS) that also hold European Union Aviation Safety Agency (EASA) Part-145 approval. This
notice is intended to address recent concerns that have been raised by the FAA CRSs and ASIs
regarding the changes contained in the Maintenance Annex Guidance (MAG) Change 6
(MAG CHG 6), Section B, Appendix 1, Paragraph 10, Release and Acceptance of Components.

FAA Notice N8900.519 Revised FAA-Approved Deicing Program Updates, Winter 2019-2020

This notice provides inspectors with information on holdover times
(HOT) and recommendations on various other ground deicing/anti-icing issues.
Note: This notice is designed to be used in conjunction with the Federal Aviation
Administration (FAA) Holdover Time Guidelines for Winter 2019-2020. The two
documents complement each other and should be used together for a thorough
understanding of the subject matter.
2. Audience. The primary audience for this notice is the Flight Standards (FS) Safety
Assurance offices’ Principal Operations Inspectors (POI) responsible for approving an air
carrier’s deicing program. The secondary audience includes air carriers and operators as well as
the Safety Standards and Foundational Business offices.

EASA CM-PIFS-016 Electrical Wiring Interconnection System (EWIS)

This Certification Memorandum describes a means by which CS-25 Subpart H – EWIS for engine wiring
components may be addressed as part of CS-E compliance, by an applicant for an engine Type Certificate
(TC), Major Change/Repair, Minor Change/Repair, or Supplemental Type Certificate (STC).

ED Decision 2019/013/R CS-25 Amendment 23 and CS-29 Amendment 7

The objectives of this Decision are to:
(a) enhance and modernise the certification specifications and acceptable means of compliance for the
installation of flight recorders on board large aeroplanes and large rotorcraft (CS-25 and CS-29), and
(b) amend the certification specifications and acceptable means of compliance for large aeroplanes
following the selection of non-complex, non-controversial and mature subjects (the regular update of
CS-25).
These amendments are expected to increase safety, increase cost-effectiveness and improve harmonisation
with the Federal Aviation Administration (FAA) regulations.
