Examiners (Admin PE), Specialty Aircraft Examiners (SAE), Designated Mechanic Examiners
(DME), Designated Parachute Rigger Examiners (DPRE), and Designated Airworthiness
Representatives–Maintenance (DAR-T). This notice also identifies additional procedures for
Flight Standards offices managing those designees.

5. Applicability for the use of ACAS
5.1. All fixed-wing aircraft with a turbine engine belonging to or in possession of Dealers, Permittees or Air Operators that operate or intend to carry out international operations must comply with the laws, regulations or rules of the State where they operate or intend to operate, with respect to to the applicability of ACAS II version 7.1, the aforementioned with prior authorization or validation for the installation of said system by the Aeronautical Authority.
5.2. Except as indicated in section 5.3, all fixed-wing aircraft with turbine engines belonging to or owned by Dealers and / or Permits, whose maximum certified take-off weight exceeds 5700 kg. or in accordance with its certificate of airworthiness, are authorized to transport more than 19 passengers, must be equipped with an ACAS II, version 6.04 or higher and as of January 1, 2020, they must be equipped with an ACAS II version 7.1. or higher.
5.3. All fixed-wing aircraft in the service of Air Transport Permiters in the form of air taxi that conform to their airworthiness certificate have a configuration of less than 10 passengers, are exempt from the installation of an ACAS II, regardless of its weight maximum take-off certificate.

5.5 It is recommended that all fixed-wing aircraft with turbine engine, belonging to or in possession of Air Operators, whose maximum certified take-off weight exceeds 15,000 kg or in accordance with its airworthiness certificate, are authorized to transport more than 30 passengers, and for whom the corresponding airworthiness certificate was issued for the first time after November 24, 2005, are equipped with an ACAS II, version 7.1 or higher.
5.6. All fixed-wing aircraft with turbine engine, belonging to or in possession of Air Operators whose maximum certified take-off weight exceeds 15,000 kg or in accordance with their certificate of airworthiness, are authorized to carry more than 30 passengers, and for which the corresponding airworthiness certificate was issued for the first time after January 1, 2007, must be equipped with an ACAS II version 6.04 or higher; and as of January 1, 2020 they must be equipped with an ACAS II version 7.1. or higher.
5.7. It is recommended that all fixed-wing aircraft with a turbine engine, belonging to or in possession of Air Operators whose maximum certified take-off weight exceeds 5 700 kg, but does not exceed 15,000 kg, or in accordance with its airworthiness certificate. are authorized to carry more than 19 passengers, and for which the corresponding certificate of airworthiness was issued for the first time after January 1, 2008, they are equipped with an ACAS II, version 7.1. or higher.

ED Decision 2019/010/R CS-STAN Issue 3 – Certification Specifications for Standard Changes and Standard Repairs
This Decision introduces the following amendments to CS-STAN:
— it provides additional clarification in Subpart A ‘General’ regarding the use of CS-STAN;
— it introduces new standard changes and updates some existing ones; and
— it introduces new standard repairs and updates some existing ones.
The amendments introduced by this Decision are based on lessons learned during the utilisation of CS-STAN,
proposals submitted by stakeholders, and on technological innovations that came from the industry, which can
bring safety benefits or allow the implementation of the latest technologies in a cost-efficient manner.
These amendments are expected to provide economic benefits to the general aviation (GA) community by
reducing the regulatory burden for the embodiment of changes and repairs in certain aircraft when applying
the acceptable methods, techniques and practices included in CS-STAN. These amendments are not expected
to have any significant social or environmental impacts.

FAA N8900.506 Emergency Order of Prohibition Pertaining to “Doors-Off” Flight Operations for Compensation or Hire
This notice informs inspectors of the issuance of “Operators and
Pilots of “Doors Off” Flights for Compensation or Hire” Emergency Order of Prohibition,
Docket No. FAA-2018-0243, 83 FR 12856 (March 26, 2018) (“the Order”), which prohibits the
use of supplemental passenger restraint systems (SPRS) that cannot be released quickly in an
emergency during flight operations for compensation or hire with the doors open or removed
(“doors-off flights” or “doors-off flight operations”). The Order is applicable to operators and
pilots who conduct doors-off flights for compensation or hire. Additionally, the order prohibits
passenger-carrying doors-off flight operations for compensation or hire unless the passengers are
at all times properly secured using Federal Aviation Administration (FAA)-authorized restraints.
Correct use of FAA-approved SPRSs during flight meets this requirement. The Order became
effective immediately upon issuance. This notice provides updated guidance for resumption of
doors-off flights for compensation or hire and supersedes the information conveyed in Notice
N 8900.456, Emergency Order of Prohibition Pertaining to “Doors-Off” Flight Operations for
Compensation or Hire, effective March 23, 2018, which is now canceled.

EASA ED Decision 2019/009/R Amendments to the Acceptable Means of Compliance and Guidance Material to Commission Regulation (EU) No 1321/2014
The objective of this Decision is to issue the necessary amendments to the acceptable means of compliance (AMC) and
guidance material (GM) to Commission Regulation (EU) No 1321/2014 following the regulatory amendments that were
introduced by Commission Regulation (EU) 2018/1142 of 14 August 2018.
The present amendments to the AMC and GM introduce the following:
— Adaptation of the current B2 licensing requirements for the maintenance of avionics and electrical systems to the
lower complexity of light aircraft, and establishing a simple and proportionate system for the licensing of certifying
staff involved in the maintenance of aircraft other than aeroplanes and helicopters as well as for the maintenance of
ELA1 aeroplanes.
— Control of suppliers of components and materials used in maintenance.
This Decision issues amendments to the AMC and GM to Annex I (Part-M), Annex II (Part-145), Annex III (Part-66), Annex IV
(Part-147) and Annex Va (Part-T) to Commission Regulation (EU) No 1321/2014, and issues the AMC and GM to the articles
of that Regulation.
