FAA Order IR 3900.75 Aircraft Certification Service (AIR) Hearing Conservation Program (HCP)
The Aircraft Certification Service (AIR) Hearing Conservation Program (HCP) is an element of
the AIR Occupational Safety and Health (OSH) program and is established to prevent
occupational hearing loss in AIR employees. Hearing loss is a pervasive occupational health
issue. However, occupational noise-induced hearing loss can be reduced, or often eliminated,
through the successful application of an effective HCP.
This Order specifies the actions necessary to protect the health and safety of all AIR employees,
and provides the requirements for development, implementation, and maintenance of an effective
HCP.
Compliance with this order implements the Occupational Safety and Health Administration’s
(OSHA) General Industry Standards and applicable Consensus Standards published by
consensus organizations related to the AIR HCP.

The Aircraft Certification Service (AIR) Bloodborne Pathogens
(BBP) Program is established and maintained to prevent occupational exposure to pathogens in
blood and other potentially infectious materials (OPIM) to AIR employees. This program
specifies the actions necessary to protect the health and safety of all AIR employees, and
provides the requirements for development, implementation, and maintenance of an effective
BBP Program

The purpose of this order is to provide requirements and guidelines
to protect Aircraft Certification Service (AIR) personnel from injury, illness, or death while
performing work-related duties on or near aircraft accident sites. This order applies to all aircraft
accident sites, at facilities where aircraft are being reconstructed for forensic analyses, and
hands-on inspection activities of single aircraft components associated with such incidences.

Administration (FAA) principal operations inspectors (POI) and responsible Flight Standards
offices with oversight responsibilities for certificate holders and/or foreign operators conducting
airplane operations under Title 14 of the Code of Federal Regulations (14 CFR) parts 121, 129,
and 135. This notice amends and clarifies operations specification (OpSpec) C077 for terminal
flight operations. This is a nonmandatory revision, and this notice amends C077 templates for
conducting airplane operations under parts 121, 129, and 135.
