FAA AC_65-23B Certification of a Repairman (Experimental Aircraft Builders)
This advisory circular (AC) provides information to builders of experimental aircraft concerning repairman certification. This AC provides an acceptable means of complying with the regulations; however, it is not the only means of compliance. This AC is not mandatory and it does not constitute a regulation. When this AC uses mandatory language (e.g., “must” or “may not”) it is paraphrasing a regulatory requirement or prohibition. When this AC uses permissive language (e.g., “should” or “may”) it describes an acceptable means, but not the only means, of complying with regulations. However, if you use the means described to comply with a regulatory requirement, you must follow it in all respects.
FAA AC 43-216 Software Management During Aircraft Maintenance
This advisory circular (AC) provides guidance in developing a software management program and to show compliance with applicable regulations related to continued airworthiness when managing aircraft software during maintenance activities. This AC describes an acceptable means, but not the only means, to comply with Title 14 of the Code of Federal Regulations (14 CFR). However, if you use the means described in this AC, you must conform to it in totality.
FAA PS-ANE-33_70-02 Guidance for Usage Based Lifing of Life-Limited Parts 33.70
This policy statement provides guidance for finding compliance with Title 14, Code of Federal Regulations (14 CFR) § 33.70, Engine Life-limited Parts with respect to usage-based-lifing methods (UBL). This policy statement is directed to the Engine Certification Branch and ACO Branches delegated responsibility for engine type certification. This policy is also directed to applicants requesting approval for new engine type certification; however, it is not intended for operators.

This AC provides airworthiness and operational authorization guidance material for operators, pilots, certificate holders, and/or program managers conducting Title 14 of the Code of Federal Regulations (14 CFR) part 91, §§ 91.180 and 91.706 Reduced Vertical Separation Minimum (RVSM) operations.

Summary of Change. Volume 3, Chapter 18, Section 3, Part A Operations Specifications—General, and Volume 4, Chapter 16, Section 1, Safety Assurance System: Guidance for Authorizing Single-Engine Aircraft IFR Passenger-Carrying Operations for a Part 135 Certificate Holder.
Explanation of Policy Changes. This change incorporates information from Notice N 8900.307, Electrical Requirements for Operation of Single-Engine Passenger-Carrying Aircraft under IFR—Title 14 CFR Part 135, § 135.163(f), dated June 23, 2015, and updates guidance for authorizing single-engine instrument flight rules (SEIFR) passenger-carrying operations in compliance with 14 CFR part 135, § 135.163(f). This change:
• Revises the guidance in Volume 3, Chapter 18, Section 3, Operations Specification (OpSpec) A046, Single-Engine Instrument Flight Rules (SEIFR) Passenger-Carrying Operations Under 14 CFR Part 135; and
• Creates new Volume 4, Chapter 16, Section 1, Safety Assurance System: Guidance for Authorizing Single-Engine Aircraft IFR Passenger-Carrying Operations for a Part 135 Certificate Holder (formerly Reserved).

a. Restates current Flight Standards Service (AFS) policy for field personnel to use as they:
• Develop annual surveillance work programs, and
• Execute annual surveillance work programs.
b. Updates previous guidance regarding work activities.
c. Incorporates organizational changes.
d. Identifies specific work functions that AFS personnel must accomplish.
e. Provides a baseline of surveillance information, and appropriate assurances to assess the soundness of the aviation system.
f. Assists AFS personnel as they plan their annual work program.
g. Prioritizes surveillance activities based on data analysis and inspector expertise with respect to certificate holder operations.
