FAA Order 8110.37F; Designated Engineering Representative (DER) Handbook

This order is a handbook of procedures, technical guidelines, limitations of authority, and tools and resources for designated engineering representatives (DERs). We, the FAA, wrote it for all DERs and the FAA staff who manage them. We designed this handbook to give FAA managing offices and DERs a better understanding of their individual and mutual responsibilities.

FAA Order 8110.105A Simple and Complex Electronic Hardware Approval Guidance

This order explains how Federal Aviation Administration (FAA) aircraft certification staff can use and apply RTCA, Inc. document RTCA/DO-254, Design Assurance Guidance for Airborne Electronic Hardware, when working on certification projects. In this order you’ll find discussion and FAA interpretation of RTCA/DO 254 sections. Because it’s impractical to cover all situations or conditions, supplement these instructions with good judgment when handling problems.

FAA AC 91-90; Part 91 Approved Inspection Programs

This advisory circular (AC) prescribes the procedures to develop and submit aircraft owner- and operator-specific inspection programs in accordance with an inspection program selected under the provisions of Title 14 of the Code of Federal Regulations (14 CFR) part 91, § 91.409(f)(4), and satisfies the requirements of §91.409(g) for review and approval by the Federal Aviation Administration (FAA).

AC 90-117, Data Link Communications

This advisory circular (AC) provides guidance for aircraft eligibility and operational use of data link communications in the United States, in oceanic and remote continental airspace, and in foreign countries which adopt ICAO standards for data communication. This document also provides explanations of data link systems to inform those who may be new to using digital aircraft communication and surveillance systems.

AC 120-27F, Aircraft Weight and Balance Control

This advisory circular (AC) provides operators with guidance on how to develop and receive approval for a Weight and Balance (W&B) control program for aircraft operated under Title 14 of the Code of Federal Regulations (14 CFR) part 91 subpart K (part 91K), and parts 121, 125, and 135. This AC presents recommendations for an acceptable means, but not the only means, to develop and receive approval for a W&B control program, and includes guidance for using average and estimated weights in accordance with part 121, § 121.153(b) and other applicable sections of parts 91K, 121, 125, and 135.

COMMISSION REGULATION (EU) 2017/363 of 1 March 2017 amending Regulation (EU) No 965/2012 as regards the specific approval of single-engined turbine aeroplane operations at night or in instrument meteorological conditions and the approval requirements for the dangerous goods training relating to commercial specialised operations, non- commercial operations of complex motor-powered aircraft and non-commercial specialised operations of complex motor-powered aircraft

GM to Annex I (Definitions) — Amendment 6; Update of the acceptable means of compliance and guidance material on air operations

These Decisions, amending the acceptable means of compliance (AMC) and guidance material (GM) to the annexes to Regulation (EU) No 965/2012 (hereinafter referred to as the ‘Air OPS Regulation’), address a regulatory issue related to the rules on air operations. EASA is issuing these Decisions following the outcome of consultations performed in the context of the activities of RMT.0516 & RMT.0517. The specific objectives of the Decisions are to: (a) perform an editorial update of the air operations rules; (b) better identify inspector qualifications; (c) provide operators with more flexibility regarding the location of the emergency medical kit (EMK); (d) address identified safety issues such as passenger (emergency exit) seating and briefing; and (e) address implementation issues related to helicopter sling load operations. The proposed changes are expected to ensure alignment with ICAO. In addition, through said changes, EASA expects to ensure an efficient and proportionate set of implementing rules (IRs) and AMC/GM on air operations and to resolve any inconsistencies identified following the adoption of the Air OPS Regulation, reflecting thus the state of the art and best practices in the fields concerned. The Decisions also introduce new AMC/GM in response to safety recommendations.
