FAA Notification Docket No. FAA-2022-1212 Changes to Surveillance and Broadcast Services

This document announces termination of the Mode-S Traffic Information Service (TIS) at FAA terminal Mode-S radar sites. The FAA is replacing legacy terminal Mode-S radars via the Mode-S Beacon Replacement System (MSBRS) program, or may remove legacy terminal Mode-S radars as part of other ongoing activities. As each legacy terminal Mode-S Radar is replaced or removed, the FAA will no longer provide Mode-S TIS to capable transponders from that location. This change does not affect existing Traffic Information Service—Broadcast (TIS–B), Automatic Dependent Surveillance—Rebroadcast (ADS–R), or Automatic Dependent Surveillance—Same Link Rebroadcast (ADS–SLR) services currently provided to aircraft with a properly functioning Automatic Dependent Surveillance—Broadcast (ADS–B) system.

FAA Notice N_8900_658 Safety Assurance System (SAS) Phase 4 Wave 1 Vision, Changes, and Benefits

This notice provides information related to changes included in thenext phase of the Safety Assurance System (SAS). Deployment of SAS Phase 4 will occur inthree “rolling” waves. The project planning effort “rolls out” detailed plans for the foreseeablefuture and, as the project evolves, periodically reevaluates the completion dates and costs. Thisnotice will focus on information related to SAS Phase 4 Wave 1, which takes place from fiscalyear (FY) 2023 Quarter 3 to FY2025 Quarter 1.

FAA Notice N8900_659 Part 137 Unmanned Aircraft Systems (UAS) Certification

This notice provides guidance to Federal Aviation Administration
(FAA) Flight Standards (FS) Safety Assurance offices concerning the changes to the certification
process of Title 14 of the Code of Federal Regulations (14 CFR) part 137 UAS. The FAA has
determined that part 137 UAS agricultural aircraft operations present a lower risk than other
certificated operations and revising the part 137 certification process would not adversely affect
safety. It is the intent of this notice to outline the changes to the certification process for UAS in
agricultural aircraft operations. This notice will help ensure uniform application of policy
through guidance.

FAA AC 90-66C Non-Towered Airport Flight Operations

This AC calls attention to
regulatory requirements, recommended operations, and communications procedures for
operating at an airport without a control tower or an airport with a control tower that
operates only part time. It recommends traffic patterns, communications phraseology, and
operational procedures for use by aircraft, lighter-than-air aircraft, gliders, parachutes,
rotorcraft, and ultralight vehicles. This AC stresses safety as the primary objective in
these operations. This AC is related to Title 14 of the Code of Federal Regulations
(14 CFR) part
1, § 1.1 (traffic pattern), and part 91, § 91.13 (Careless or Reckless
Operation), §
91.113 (Right-of-Way Rules: Except Water Operations), and § 91.126
(Operating On or In the Vicinity of an Airport in Class G Airspace). The contents of this

TSO_c27b Twin Seaplane Floats

This technical standard order (TSO) is for manufacturers applying for a TSO
authorization (TSOA) or letter of TSO design approval (LODA). In it, we (the Federal Aviation
Administration, (FAA)) tell you what minimum performance standards (MPS) your twin seaplane
floats must meet for approval and identification with the applicable TSO marking.

FAA PS-AIR-21.15-01 Submission of Outline of New and Changed Systems at the Beginning of the Type Certificate Amendment Process for Transport Category Aircraft

This policy statement addresses Federal Aviation Administration (FAA) implementation of
section 105(c) of the Aircraft Certification, Safety, and Accountability Act, Pub. L. 116-260 (the
Act). Section 105(c) requires the FAA to revise its procedures in order to require applicants for
amendments to type certificates (TCs) for transport category aircraft to disclose, in a single
document at the beginning of the certification process, all new systems and intended changes to
existing systems known to the applicant.
