AIR600-FY22-630-DM07 Deviations to FAA Order 8130.2J, Airworthiness Certification of Aircraft, Concerning Electronic ASKME Airworthiness Certification

This memorandum addresses deviations to FAA Order 8130.2J that were previously issued but
inadvertently superseded by other memorandums. Deviations to policy that are issued via
memorandums are considered binding and enforceable until they are incorporated into the
applicable Order, reached a specified date, or superseded as stated in a published memorandum.
The primary audience for this memorandum is FAA manufacturing and airworthiness Aviation
Safety Inspectors (ASI), certain persons designated to act as representatives of the FAA, FAA
Academy Instructors, and applicants.

FAA AIR-600-22-600-GM01 Notice of Decommissioning of the Regulatory and Guidance Library (RGL) and Transition to the Dynamic Regulatory System (DRS)

This memorandum announces that the Aircraft Certification Service’s (AIR) Regulatory and
Guidance Library (RGL) is being replaced by the Dynamic Regulatory System (DRS).
Summary
DRS is a comprehensive knowledge center of regulatory guidance material from the office of
Aviation Safety (AVS). DRS combines more than 65 document types from multiple sources into
a single searchable application. It includes information found in the Flight Standards
Information System (FSIMS) and RGL. Users can browse or search more than 2 million
documents. A robust search engine serves as the backbone of DRS and allows for basic or very
advanced searches, while applying a variety of filters. The system includes pending, current, and
historical versions of all documents with their revision history.
Availability of DRS and Decommissioning of RGL
DRS is accessible and fully functional. It provides access to all documents formerly residing in
RGL. Databases (e.g., Type Certificate Data Sheets, Supplemental Type Certificates, Parts
Manufacturer Approvals, Airworthiness Directives, Advisory Circulars, Orders, etc.) currently
residing in RGL will be decommissioned on a rolling basis between now and September 30,
2022, when the entire RGL system is expected to be shut down.

‘Amendment of the AMC & GM to Commission Regulation (EU) No 1321/2014’ | ‘SMS in Part-145’ and ‘Occurrence reporting’

The objective of this Decision is to support the transposition of the International Civil Aviation Organization (ICAO) Annex 19 Standards and Recommended Practices (SARPs) in the maintenance domain, and facilitate the implementation of safety management system (SMS) requirements introduced by Regulation (EU) 2021/1963 in Part-145 (Annex II to Regulation (EU) No 1321/2014).

This Decision amends primarily the Acceptable Means of Compliance (AMC) & Guidance Material (GM) to Part-145 in respect of the following topics:

  • Introduction of a management system for Part-145 maintenance organisations;
  • Introduction of a management system for competent authorities;
  • Harmonisation of general organisation provisions and competent authority procedures with those of Part-CAMO (Annex Vc to Regulation (EU) No 1321/2014);
  • Occurrence reporting (RMT.0681).

The Decision also amends the AMC & GM to Part-M, Part-66, Part-CAMO, Part-CAO and to the Articles of Regulation (EU) No 1321/2014, such that these remain consistent with the amended Part-145 regulatory material. Besides, an AMC to Part-CAMO is amended to address an implementation issue in relation to the qualification of the safety manager.
