FAA Notice N_8900.598 Interim Policy on the Effects of the Future of Flight Standards (FFS) Initiative on Current Policy, Guidance, and Documents

This notice supplements all policy, guidance, and documents
impacted by the structural and organizational changes for the Future of Flight Standards (FFS)
transformation where references to certain organizational entities are no longer valid. This notice
reissues and expands on Notice N 8900.566, Interim Policy on the Effects of the Future of Flight
Standards (FFS) Initiative on Current Policy, Guidance, and Documents, dated
November 3, 2020.

FAA AC_120-121 Safety Risk Management Involving Date: 9/1/21 AC No: 120-121 Items in Aircraft Cargo Initiated by: AFS-300 Change: Compartments

This AC provides guidance in
performing a safety risk assessment, as part of Safety Risk Management (SRM),
associated with the transport of various types of items in the aircraft cargo compartment
and the value of considering the inherent hazardous properties of these items. This
document is intended only to provide clarity to the public regarding existing requirements
under the law or agency policies. This guidance is not legally binding in its own right and
will not be relied upon by the Federal Aviation Administration (FAA) as a separate basis
for affirmative enforcement action or other administrative penalty. Conformity with this
guidance document is voluntary only and nonconformity will not affect rights and
obligations under existing statutes and regulations.

FAA Notice N_8900.595 Aviation Safety Action Program (ASAP), Voluntary Disclosure Reporting Program (VDRP), and Compliance Program

This notice supplements current policy relating to the Aviation
Safety Action Program (ASAP) and the Voluntary Disclosure Reporting Program (VDRP). The
changes are to policy contained in Federal Aviation Administration (FAA) Order 8900.1,
Volume 11, Chapter 1, Section 1, Voluntary Disclosure Reporting Program for Air Carriers and
Regulated Entities; and Volume 11, Chapter 2, Section 1, Safety Assurance System: Aviation
Safety Action Program. These changes primarily address the impact and application of the
Compliance Program, calling for the removal of Administrative Action as a required outcome for
accepted voluntary disclosures under the VDRP, and eliminate Administrative Action and the
Enforcement Decision Process (EDP) tool from application to accepted reports within the ASAP,
and from the current edition of FAA Order 2150.3, FAA Compliance and Enforcement Program.

FAA Notice N 8900.596 Adding Email Fields to OpSpecs/MSpecs/LOAs A001, A006, and A007

This notice announces revisions to operations specifications
(OpSpec), management specifications (MSpec), and Letters of Authorization (LOA) A001,
A006, and A007, as applicable, for Title 14 of the Code of Federal Regulations (14 CFR)
parts 91, 91 subpart K (part 91K), 121, 121/135, 125 (including part 125 Letter of Deviation
Authority (LODA) holders), 133, 135, 141, and 145 operators and agencies to capture email
address information for responsible personnel.

EASA ED Decision 2021/012/R Regular update of CS-FCD — CS-FCD Issue 2

The objective of this Decision is to reflect, within the scope of regular updates, the best practices and experience gained since the first implementation of the Certification Specifications for Operational Suitability Data (OSD) for Flight Crew (CS-FCD) (CS-FCD Initial Issue was published on 31 January 2014).

This Decision amends CS-FCD to:

  • update the description of the type rating evaluation process for setting up type rating requirements and training programmes;
  • harmonise CS-FCD with the ongoing revision of the Certification Specifications for Aeroplane Flight Simulation Training Devices (CS-FSTD(A)), to take on board the updated FSTD capability signature and difference level of training for FSTD features;
  • develop definitions for ‘checking’, ‘evaluation subjects’, ‘modification’, and ‘type of aircraft’ for the purpose of CS-FCD;
  • harmonise CS-FCD with the update of Subpart FC ‘Flight Crew’ of Annex III (Part-ORO) to Regulation (EU) No 965/2012 (Air OPS);
  • clarify the concept of training areas of special emphasis (TASE); and
  • correct editorial errors.

The amendments are expected to facilitate the applicants’ compliance with the OSD requirements for flight crew and therefore increase efficiency by rendering the type rating evaluation process easier to understand. Overall, the amendments are expected to bring a moderate safety benefit and have no social or environmental impacts.
