FAA AIR600-20-6D0-DM135 Deviation to FAA Orders 8120.22A and 8120.23A for Audit Requirements in Response to the COVID-19 Pandemic

This memorandum provides a deviation to FAA Order 8120.22A, Production Approval
Procedures, and FAA Order 8120.23A, Certificate Management of Production Approval Holders,
for FAA personnel responsible for preliminary Manufacturing Inspection District Office (MIDO)
audits and certificate management and oversight of production approval holders (PAH),
manufacturing facilities, and their suppliers.
This deviation memorandum allows the use of virtual evaluations and remote technology in
conjunction with the System Oversight Division (AIR-800)’s oversight recovery plan, which
includes the Virtual Evaluations and Audits Job Aid dated July 16, 2020, as referenced in
deviation memorandum AIR600-20-6D0-DM134 dated March 31, 2020. That deviation memo
extended all on-site CM oversight activities, including quality system audits (QSA), principal
inspector (PI) audits, and supplier control audits (SCA) required by FAA Order 8120.23A, Table
3-1, from September 30, 2020 to December 31, 2020. This deviation memorandum is in response
to AIR-800’s request for deviation to FAA Orders 8120.22A and 8120.23A

FAA N8900.554 Inspector Requirements—Part 91 LOAs Based Solely Outside the U.S.

. This notice announces the addition of a new section to guidance in
Federal Aviation Administration (FAA) Order 8900.1, Volume 12, International Aviation. The
new section adds inspector requirements associated with the issuance of certain Title 14 of the
Code of Federal Regulations (14 CFR) part 91 Letters of Authorization (LOA) to General
Aviation (GA) airmen/operators operating U.S-registered aircraft based solely outside the
United States.
