The National Air Transportation Association (NATA), on behalf of its members, requests an
exemption from Title 14 Code of Federal Regulations (14 CFR) part 135 regulations
pertaining to the timeframes for completing recurrent training and qualification requirements
for ground personnel and crewmembers.1
These requirements include training, testing,
checking, evaluation, recency, and observation activities. For the reasons explained herein,
the FAA is granting the requested relief to the extent necessary to allow NATA members and
other part 135 air carriers/operators that submit a Letter of Intent (in the form and manner
described below) to complete recurrent training and qualification activities for ground
personnel and crewmembers up to three calendar months after the month that the activity was
due to have been completed.
Under certain part 135 regulations, there is an existing “grace month” for completing certain
training and qualification requirements. This exemption would allow two additional grace
months for the completion of various training and qualification requirements, creating a total
of either three or two grace months for completion depending on the requirement.

COVID-19 Deviation for 14 CFR Part 142 Training Center Certificate Holders
This memorandum provides authority to Title 14 Code of Federal Regulations (14 CFR)
Part 142 Training Center Program Managers (TCPMs) to issue a deviation to 14 CFR Part
142 pertaining to certain required crewmember emergency procedures during recurrent and
upgrade training, testing, and checking. For the reasons explained herein, the FAA is
issuing the requested relief to the extent necessary to allow 14 CFR Part 142 training center
certificate holders who submit an application requesting (in the form and manner described
below) to use alternative methods to conduct certain crewmember emergency procedures
during recurrent and upgrade training, testing, and checking.1 The relief also applies to Part
142 instructor and evaluator recurrent training curriculums and Part 142 required checking
events that include emergency procedures described within.

(E.O) 13674. Therefore, this COVID-19, also known as the coronavirus, is a
“quarantinable communicable disease,” as defined by E.O. 13295, as amended by E.O.s
13375 and 13674. Additionally, the World Health Organization (WHO) has declared the
COVID-19, also known as the coronavirus, outbreak a Public Health Emergency of
International Concern.
The impact of this virus has caused multiple states and cities within the United States
(U.S.) to take action by reducing or limiting public gatherings, which includes the closure
of schools, colleges and universities in most locations. These closures may impact student
learning and schedules on Title 14 Code of Federal Regulations (14 CFR) part 141 pilot
schools.
The Airmen Training and Certification Branch is providing the following temporary
guidance to assist currently enrolled part 141 pilot school students.
