FAA Memo AIR600-19-6C0-DM123 Deviation to FAA Order 8110.4C, Type Certification, Chapter 4, paragraph 4-16 a. – STC and Amended STC Applications, Using the Application Form

This memorandum authorizes the use of instructions provided with FAA Form 8110-12,
Application for Type Certificate, Production Certificate, or Supplemental Type Certificate when
applying for a supplemental or amended supplemental type certificate. It voids the use of the
instructions within FAA Order 8110.4C, Type Certification, paragraph 4-16 a. for completing
FAA Form 8110-12. The FAA has modified the blocks on FAA Form 8110-12 and the
instructions in the order no longer conform to the blocks on the new form.

FAA Notice N8900.518 Operations in North Atlantic Airspace: Expiring Letters of Authorization (LOA) and New Contingency Procedures

This notice serves to remind General Aviation Safety Assurance
office managers and aviation safety inspectors (ASI) of an impending deadline affecting Letter
of Authorization (LOA) B039, Operations in North Atlantic High Level Airspace (NAT HLA),
for Title 14 of the Code of Federal Regulations (14 CFR) part 91. This notice also requests action
to notify operators holding expiring LOAs and of the existence of new contingency procedures
for operations in North Atlantic (NAT) airspace.

FAA Order 8900.4 Emergency Order of Prohibition Pertaining to “Doors-Off” Flight Operations for Compensation or Hire

This order informs inspectors of the issuance of “Operators and
Pilots of “Doors Off” Flights for Compensation or Hire” Emergency Order of Prohibition,
Docket No. FAA-2018-0243, 83 FR 12856 (March 26, 2018) (“the Emergency Order”), which
prohibits the use of supplemental passenger restraint systems (SPRS) that cannot be released
quickly in an emergency during flight operations for compensation or hire with the doors open or
removed (“doors-off flights” or “doors-off flight operations”). The Emergency Order is
applicable to operators and pilots who conduct doors-off flights for compensation or hire.
Additionally, the Emergency Order prohibits passenger-carrying doors-off flight operations for
compensation or hire unless the passengers are at all times properly secured using Federal
Aviation Administration (FAA)-authorized restraints. Correct use of FAA-approved SPRSs
during flight meets this requirement. The Emergency Order became effective immediately upon
issuance. This order provides updated guidance for resumption of doors-off flights for
compensation or hire and supersedes the information conveyed in Notice N 8900.506,
Emergency Order of Prohibition Pertaining to “Doors-Off” Flight Operations for Compensation
or Hire, dated April 10, 2019, which is now canceled.

European Commission Implementing Regulation 2019_1170 laying down requirements on data link services for the single European sky

Whereas:
(1) Commission Regulation (EC) No 29/2009 (

) lays down requirements for the coordinated introduction of data
link services based on air-ground point-to-point data communications.
(2) Acknowledging the ongoing data link implementation issues and corrective actions taken and recognising the
objective that at least 75 % of the flights should be equipped with data link capability, the criteria for exemptions
should be amended. Those criteria should remain effective, without placing an undue economic burden on
specific operator categories which contribute significantly less to the overall number of flights. Such categories
should include operators of aircraft with Future Air Navigation Systems (FANS) 1/A systems installed, operators
of older aircraft, and of aircraft designed to carry 19 passengers or less.
(3) In order to keep the Regulation up to date, references to International Civil Aviation Organisation (‘ICAO’)
Annex 10 amendments in Annex III of the Regulation (EC) No 29/2009 and various clerical corrections should
be made.
(4) Commission Implementing Regulation (EU) 2015/310 (

) amended Article 3 of Regulation (EC) No 29/2009,
however that amendment was not well reflected in the corresponding Articles 6 and 8 of Regulation (EC)
No 29/2009. This omission should be corrected.
(5) Since this Regulation amends the criteria for exemptions under Article 14 of Regulation (EC) No 29/2009, it is
appropriate to adapt the terms of the latter Regulation also to Article 127(3) of Regulation (EU) 2018/1139,
referred to in Article 44 thereof.
(6) Regulation (EC) No 29/2009 should therefore be amended accordingly.
(7) The measures provided for in this Regulation are in accordance with the opinion of the Committee established by
Article 127(3) of Regulation (EU) 2018/1139,

FAA Notice N8900.517 Regulatory Requirement to Provide Enough Flight Instructors and Check Pilots/Check Flight Engineers

This notice provides guidance to Principal Operations Inspectors
(POI) with oversight responsibilities for Title 14 of the Code of Federal Regulations (14 CFR)
part 119 certificate holders conducting 14 CFR part 121 and/or part 135 operations on the
regulatory requirements for flight instructors and check pilots/check Flight Engineers (FE). This
notice extends the applicability of Notice N 8900.459, Regulatory Requirement to Provide
Enough Flight Instructors and Check Pilots/Check Flight Engineers, which expired on
April 4, 2019
