FAA Memo AIR100-17-160-PM02 Changes to FAA Order 8100.8D Technical Recurrent Training Requirements for DERs, Engineering ODA Unit members, and Aircraft Certification Personnel who Manage Designees
This memorandum provides policy concerning the requirements of Federal Aviation
Administration (FAA) Order 8100.8D, Designee Management Handbook, paragraph 803g and
paragraph 201b.

FAA Notice N 8900.457 Emergency Order of Prohibition Pertaining to “Doors-Off” Flight Operations for Compensation or Hire
This notice informs inspectors of the issuance of “Operators and
Pilots of “Doors Off” Flights for Compensation or Hire” Emergency Order of Prohibition,
Docket No. FAA-2018-0243, 83 FR 12856 (March 26, 2018) (“the Order”), which prohibits the
use of supplemental passenger restraint systems (SPRS) that cannot be released quickly in an
emergency during flight operations for compensation or hire with the doors open or removed
(“doors-off flights” or “doors-off flight operations”). The Order is applicable to operators and
pilots who conduct doors-off flights for compensation or hire. Additionally, the order prohibits
passenger-carrying doors-off flight operations for compensation or hire unless the passengers are
at all times properly secured using Federal Aviation Administration (FAA)-authorized restraints.
Correct use of FAA-approved SPRSs during flight meets this requirement. The Order became
effective immediately upon issuance. This notice provides updated guidance for resumption of
doors-off flights for compensation or hire and supersedes the information conveyed in Notice
N 8900.456, Emergency Order of Prohibition Pertaining to “Doors-Off” Flight Operations for
Compensation or Hire, effective March 23, 2018, which is now canceled.

FAA Notice N 8900.459 Regulatory Requirement to Provide Enough Flight Instructors and Check Pilots/Check Flight Engineers
This notice provides guidance to principal operations inspectors
(POI) with oversight responsibilities for Title 14 of the Code of Federal Regulations (14 CFR)
part 119 certificate holders conducting 14 CFR part 121 and/or part 135 operations on regulatory
requirements for flight instructors and check pilots/check Flight Engineers (FE). This notice
replaces Notice N 8900.432, Regulatory Requirement to Provide Enough Flight Instructors and
Check Pilots/Check Flight Engineers, with the purpose of extending the applicability of the
previous notice, and incorporates an additional action phase and recording requirement.

EUROCONTROL-SPEC-0101 IFPL Ed 1.3 EUROCONTROL Specification for the Initial Flight Plan
This EUROCONTROL Specification defines the procedures and requirements applicable to the
provision, processing and distribution of Flight Plans in the pre-flight phase i.e. the period preceding the
first delivery of air traffic control clearance, for flights departing from within the IFPS Zone, or in the
period preceding entry into the IFPS Zone for other flights. In particular it prescribes measures to
ensure, via the IFPS, the consistency of Flight Plan data between Aircraft Operators (AOs), Air Traffic
Flow and Capacity Management (ATFCM) and the Air Traffic Services Units (ATSUs). It is intended to
serve notably as a means of compliance to the Commission Regulation (EC) No 1033/2006 (as
amended by Commission Implementing Regulation (EU) 2018/139) laying down the requirements on
procedures for flight plans in the pre-flight phase for the single European sky.
