This notice provides clarification to guidance in Federal Aviation
Administration (FAA) Order 8900.1, Volume 5, Chapter 12, Section 4, Examining Authority.

This notice announces a mandatory revision to OpSpec A001 for
Title 14 of the Code of Federal Regulations (14 CFR) parts 121, 135, and 121/135 combined
certificate holders (CH) to modify the language in subparagraph d.

This order provides and defines the Federal Aviation
Administration (FAA) roles, responsibilities, and processes for acceptance of Low Visibility
Operations/Surface Movement Guidance and Control Systems (LVO/SMGCS) at United States
airports. This order contains guidance that is administrative in nature.

This order is a comprehensive publication establishing policy and procedures for managing all
aspects of certain representatives of the Administrator including selection, appointment,
orientation, training, oversight, suspension, and termination.
This order represents a consolidation of existing policies across the following Aviation Safety
services and offices: Aircraft Certification Service, Flight Standards Service, and the Office of
Aerospace Medicine, as well as new policies within the Air Traffic Safety Oversight Service.
This order also establishes the Designee Management System, which is a web–based tool
designed to standardize the management of designees.

This AC provides guidance for non FAA Instrument Flight Procedure (IFP) developers, hereinafter referred to as “service providers,” to become authorized by the Federal Aviation Administration (FAA) (Flight Standards’ Flight Technologies and Procedures Division) to develop public performance based IFPs.

This notice announces a name change to the West Atlantic Route System
(WATRS), an area of operation available for authorization in Operations Specification
(OpSpec)/Management Specification (MSpec)/Title 14 of the Code of Federal Regulations
(14 CFR) part 125 Letter of Authorization (LOA) B050, Authorized Areas of En Route
Operations, Limitations, and Provisions. The new name is Atlantic Ocean—West Atlantic
(WAT). This affects operators under 14 CFR parts 91 subpart K (part 91K), 121, 121/135, 125
(including part 125 Letter of Deviation Authority (LODA) holders), and 135. This notice also
requires Safety Assurance offices to notify affected operators holding OpSpec/MSpec/part 125
LOA B050 about the changes.
