FAA Order 8000.95D, Designee Management Policy
This order establishes policy for integrated designee management
across the Office of Aerospace Medicine (AAM), Aircraft Certification Service (AIR), Flight
Standards Service (FS), and Air Traffic Safety Oversight Service (AOV), as well as the use of
the Designee Management System (DMS), which is a web-based tool designed to standardize the
management of designees.
This order consolidates orders across Aviation Safety (AVS) services and offices (S/O)
and establishes a common policy section for all designees and provides respective volumes for
the specific designee types. These policy changes are global in nature and, therefore, are not
listed individually.

FAA Notice 8900.728, Determine Applicant Readiness for Certification
The purpose of this notice is to provide information for and assist
Office Managers (OM), Front Line Managers (FLM), or office points of contact (POC) who are
working with applicants applying for an Air Carrier Certificate, Operating Certificate, or Air
Agency Certificate; or the issuance of management specifications (MSpecs) in accordance with
Title 14 of the Code of Federal Regulations (14 CFR) parts 91 subpart K (part 91K), 125, 133,
135, 137, 141, 142, 145, and 147. The scope and intent of this notice is to supplement Federal
Aviation Administration (FAA) Order 8900.1, Volume 2, Air Operator and Air Agency
Certification and Application Process; and Volume 10, Chapter 12, Certification Services
Oversight Process.

FAA Order 8000.377A, Flight Standards Safety Management System (FSSMS) Requirements
This order defines the requirements to be met by Flight Standards (FS) organizations in support of the Aviation Safety Safety Management System (AVSSMS). The focus of this order is aviation safety. It does not address occupational safety, health, or personnel safety issues, unless those issues affect aviation safety. Each FS functional organization plays a role in the FSSMS. Functional offices’ processes must ensure full conformance and alignment with this order. This order enables FS to continue its proactive approach to improving safety performance through its requirement to:
• Maintain organizations capable of overseeing aviation safety;
• Identify hazards that can impact the safety of the aerospace system and establish controls/mitigations to reduce safety risk in a prioritized manner; and
• Track identified hazards to ensure that risk remains known and acceptable.

ICAO alignment
This Decision improves the alignment between the EU air operations regulatory framework and the relevant International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) and Documents related to the ICAO Universal Safety Oversight Audit Programme (USOAP), by introducing non-controversial amendments to the acceptable means of compliance and guidance material to Commission Regulation (EU) No 965/2012.
The objective is to facilitate the effective implementation of the ICAO SARPs by the European Union Aviation Safety Agency (EASA) and the EU Member States in the area of air operations.
The regulatory material is expected to maintain, and in some cases enhance, the level of safety and to provide benefits in terms of efficiency, with a very low economic impact and no environmental or social impact.

FAA 2025-00764, Electronic Issuance of Aircraft Registration and Dealer Certificates
This rulemaking amends FAA regulations pertaining to aircraft registration and dealer’s registration certificates to facilitate the electronic issuance of these certificates. Electronic issuance of the certificates is more efficient and cost effective than the traditional agency procedure of printing paper registration certificates and mailing them to aircraft owners and dealers.
